Islamabad is a planned capital, and that planning is enforced through drawings. Setbacks, permissible height, covered area limits and structural adequacy are all assessed at the drawing stage rather than after the fact. The approved map is the document that makes your construction lawful.
It also has a practical consequence people underestimate. As Dawn has reported, residents outside Zone I cannot secure utility connections without an NOC from CDA — and that NOC is the building plan approval itself. Without it, you may finish a house you cannot legally connect to water, gas or electricity.
What happens if you start construction before your map is approved?

For overseas applicants, the power of attorney is typically attested through the Pakistani embassy, high commission or consulate in your country of residence, alongside attested copies of your passport and CNIC. Your appointed representative — a family member or your architectural firm — then handles the counter submission, fee payment and objection responses.
